L.A. LIVE is a one-of-a-kind entertainment campus located in the heart of Downtown Los Angeles. Next to the Los Angeles Convention Center and the Staples Center, the 5.6 million square foot mixed-use development includes the Nokia Theatre/Plaza, ESPN broadcasting studio, restaurants, music clubs, bowling lanes, Regal Cinemas, Grammy Museum, two luxury hotels (Marriott and Ritz-Carlton), and high density residences.

Engineer-of-Record

FPL is the Engineer-of-Record for the “B” permit street improvement packages and on-site grading plans for the $2.5 billion Downtown Los Angeles Sports and Entertainment District L.A. LIVE project developed by Anschutz Entertainment Group (AEG).

Geometric Design

FPL prepared feasible geometric solutions to mitigate traffic issues. during EIR for LADOT and Department of City Planning.

On-Site Civil Engineering

FPL worked with the architect to develop grading, SUSMP for on-site storm water treatment, and utility connections for three (3) buildings in the Olympic East lot. Final grading was based on the final elevation of the underground parking garage, the preferred door elevation of restaurant tenants, the minimal thickness requirement for decorative paving materials, and the predetermined on-site drainage pattern.

Traffic Engineering

FPL provided street, utility, and traffic improvements (“B” permit plans for LADOT and the Department of Public Works’s BOE, BSL, and BSS), including street widening; street narrowing; assessment of paving conditions; blank-out signs, bollards, CMS, and street closure design for pedestrian activities; pedestrian lighting; replacement of poles and fixtures; garage entrance and fire lane entrance driveways, as well as truck loading docks; construction of various storm drain and sewer connections; and three (3) tunnels.

Street Intersection Improvements

FPL was responsible for street widening on Olympic Blvd. and Georgia Street to increase turning capacity; narrowing 11th Street (renamed Chick Hearn Court) to facilitate mall operation during events and weekends; adding garage and fire lane entrance driveways on Olympic Blvd, a fire lane exit on Georgia Street, and a truck loading dock on Georgia Street; construction of decorative sidewalks and new streetscape; 6 signalized intersections, and various storm drain and sewer connections.

Street Lighting

Our scope included the replacement of existing poles and fixtures with new light poles per new street sections along Georgia Street, Figueroa Street, Cherry Street (now known as L.A. Live Way) and Chick Hearn Court. The existing series circuit systems along Olympic Boulevard and Figueroa Street were converted to 120/240V multiple circuit systems. FPL’s street lighting design included pedestrian lights that were approved by the Department of Cultural Affairs.

Structural Design

FPL performed reinforced concrete (RC) design. A planned 24” connector pipe from the L.A. LIVE Olympic West on-site SUSMP system was in conflict with an existing 15”x15” telephone duct. The 24” diameter RCP was reduced for the L.A. LIVE Olympic West drainage system to connect to the City drainage system. Thus, FPL designed a 4’-6”x2’-4” squash box. In addition, FPL processed the City of Los Angeles’s Structural approval of i) traffic-rated bollards and ii) a pedestrian bridge.
