FPL and Associates, Inc. is a privately-held corporation located in the heart of Orange County, California. FPL provides comprehensive civil and traffic engineering services to federal, state, municipal, and private clients across the western United States, particularly in the Southern California region. FPL specializes in City of Los Angeles “B” Permit Projects for both civil and traffic engineering needs, as well as in creating sustainable solutions for site development. FPL specializes in design-build projects, both vertical and horizontal (rail and highways).

History

Dr. Fong-Ping Lee founded FPL in 1988. Over the past 25 years, Dr. Lee has grown FPL, a (U)DBE / SBE firm, to become a successful traffic and civil engineering firm, providing PS&E services for every Caltrans district and many municipal agencies in Southern California. FPL has participated in many landmark infrastructure projects, including the Metro I-405 Sepulveda Pass Widening in Los Angeles, the Bay Bridge AVI/ETTM in San Francisco, and the SR-125 toll road in Chula Vista.

Small Firm, Big Jobs

FPL has a dedicated and experienced staff of 20 working on fast-paced, large-scale projects with demanding coordination needs. We have participated in the design of five (5) toll roads in Southern California, seven (7) toll bridges in the San Francisco Bay Area, multiple Design-Build projects for highway corridors and light rail transit lines in the Western United States, and many Caltrans projects, especially joint jurisdiction projects. In addition, FPL is the Engineer-of-Record for street improvements, street lighting, site grading/drainage, and utility connections for the $2.5 billion L.A. LIVE (home of Staples Center) in Downtown Los Angeles.

From Interstate Highways to Local Neighborhoods

FPL has project experience with government agencies such as Caltrans, especially Districts 7, 8, 11, and 12; L.A. County Metropolitan Transportation Authority (METRO); Orange County Transportation Authority (OCTA); Riverside County Transportation Commission (RCTC); San Bernardino Associated Governments (SANBAG); San Diego Association of Governments (SANDAG); various Counties, including Los Angeles, Orange, Riverside, and San Bernardino; Los Angeles World Airports (LAWA); Port of Los Angeles (POLA); Port of Long Beach (POLB); United States Armed Forces; LAUSD and other local school districts; and numerous Cities, including the City of Los Angeles and “on-call” contracts with Cities such as Irvine, where FPL is headquartered.
